The National Association of State Personnel Executives (NASPE) is the recognized authority on state government human resource issues, trends, practices, and policies and serves as a leader and catalyst for the development of state human resources and is dedicated to enhancing the image of state public service. The association provides a forum for its members to share information on human resources issues and, collectively, to influence those issues through the conduct of professional research and the participation in various regional and national committees, forums and meetings, so that members can better achieve their states' missions and business objectives.

Membership is comprised of chief personnel administrators (responsible for the day-to-day operation), their deputies or designees in the 50 states, five territories and the District of Columbia.
